What is a heat pump water heater and how does it work?
SMUD describes it as a refrigeration cycle that works like a refrigerator in reverse. A fan draws room air across a coil, refrigerant absorbs the heat, and a compressor concentrates it into the tank water. Most models are hybrids with backup electric elements that switch on during heavy demand. DOE's Energy Saver guide says heat pump water heaters can be two to three times as efficient as conventional electric water heaters.
The trade-offs: in heat pump mode they recover more slowly than electric elements, and DOE's building science guidance notes that cold incoming water and cool air in winter lengthen recovery. They also produce condensate that must drain somewhere. Some 120-volt models avoid the need for a 240-volt circuit but have no resistance backup, so DOE guidance says they must be sized to cover peak demand.
What heat pump water heater rebates are available in 2026?
SMUD is the main source in Sacramento. In February 2026 it raised rebates to up to $4,000 for gas-to-electric conversions and $1,000 for electric-to-electric. SMUD requires a NEEA Tier III or IV unit with a UEF of 2.87 or higher, a contractor from the SMUD Contractor Network, a permit, a thermostatic mixing valve and an individually metered home. A $2,000 Go Electric bonus covers panel upgrades on gas-to-electric jobs.
Roseville Electric Utility offers $2,500 for gas-to-electric and $1,000 for electric-to-electric, for NEEA Tier 3 or 4 units with a City of Roseville building permit. PG&E electric customers should check PG&E's electrification page; the statewide programs many used are closed. The IRS says the federal 25C credit covered improvements made through December 31, 2025, TECH Clean California's single-family incentives were fully reserved on November 14, 2025, and Golden State Rebates' retail offers have ended.
How much does a heat pump water heater cost to install in Sacramento?
SMUD publishes what its customers actually paid over the past 12 months, before rebates: a median of $6,210 for gas-to-electric installs (from $1,964 to $13,172) and $5,171 for electric-to-electric. By tank size for gas-to-electric jobs, the medians were $5,997 for 50 gallons, $5,988 for 65 gallons and $6,800 for 80 gallons. Subtracting SMUD's rebate from the median gives a rough net of about $2,800 for an 80-gallon conversion.
National guides run lower: HomeGuide says $2,000 to $4,600, Angi averages $4,200, and PG&E estimates $1,200 to $5,500. SMUD says the biggest price drivers are the water heater's distance from the electrical panel, whether the panel has room for more capacity and whether the heater has to move. SMUD recommends getting at least three bids.
Will a heat pump water heater work in my garage?
ENERGY STAR says heat pump water heaters should go in spaces that stay between 40°F and 90°F year-round, with about 1,000 cubic feet of air around the unit. They cool and dehumidify the space they sit in, and in colder spaces they may run in backup electric mode more often, which raises energy use. Ask the installer whether your garage or utility room fits and where the condensate will drain.
Code also shapes the choice. The California Energy Commission says the 2025 Energy Code accepts a heat pump water heater that meets the NEEA Advanced Water Heater Specification Tier 3 or higher as a replacement in single-family homes, and the job needs a permit like any water heater replacement.
How much can a heat pump water heater save?
SMUD estimates $125 to $140 a year in energy bill savings when a heat pump water heater replaces a gas unit, based on 2020 PG&E gas and SMUD electric rates. PG&E puts the average saving at about $118 a year for its customers switching from gas. Savings are larger when replacing a standard electric tank, since ENERGY STAR says certified models use 70% less electricity to make the same hot water.
